BNG is a pre-commencement condition. No approved gain plan, no ground broken — and development finance drawdown is usually conditional on discharging pre-commencement conditions. So the site sits there, the condition sits there, and interest accrues on land you've already bought.

Landowners
If your land has a watercourse, degraded grassland or heath on it, it may be worth materially more than you think. Worth a conversation.
The rules changed on 6 August 2026 — sites of 0.2ha or under are now exempt, unless priority habitat is affected. There's another consultation outstanding on brownfield. We track this properly, and if a site doesn't need BNG at all, we'll tell you that too. It's cheaper for everyone than finding out at condition discharge.
